Bait!
Apparently, Smokers fish for other zombies using live humans as bait. Had this happen to me while playing a game of Survival - a smoker dragged me off the roof and I fell down to just a few meters above street level. Watching the zombies trying to get at me was fun =)

Also notice that Bill didn't lose his cigarette in spite of all this :-)
